Below is a list of some helpful resources in Westchester County that can be used by anyone who owns property, provided the program criteria are met. To get more information on these programs and the eligibility criteria, contact the agency that administers the program at the phone numbers listed below.

Lead Safe Westchester Program:

Description: For landlords and property owners of single or multi-family homes in the county that were built before 1978 – or vacant properties. Eligible applicants may receive a grant of $5,000 per unit. Funds may be used to rehabilitate housing units and assist in the elimination of lead based paint hazards.

Star Program:

Description: This is the School Tax Relief Program that provides a partial exemption from school property taxes to any New Yorker who owns and resides in their primary residence, which can be a single or multi-family home, a condominium, cooperative apartment, a manufactured home or a farm dwelling. There are two parts to this program:
Basic Star exemption- available for primary residences regardless of the owners’ age or income
Enhanced Star exemption-available for the primary residences of senior citizens (age 65 or older) whose income do not exceed the statewide standard

New York State Weatherization Program

Description: This program provides energy efficient, cost effective measures to homes and buildings to reduce the consumption of energy and provide a more comfortable environment. They address inefficient boilers and radiators, roof and sidewall insulation, caulking and weather-stripping, repair or replacement of broken windows, and many other methods of energy conservation. If you own a rental building that is occupied by tenants by a majority of tenants who meet the federal low income guidelines, all services are provided without obligation to the occupants, but as an owner you will be required to invest funds towards the cost of the services. Single family homeowners who reside in their homes and meet the income criteria are usually eligible. In other words, the tenants can qualify the building for services and the owner will only contribute a portion of what it would cost to get these services from an outside contractor.

Income requirements or limitations: Eligibility is based on household income relative to federal low-income families. If a household contains a member who receives Supplemental Security Income (SSI), Public Assistance, Food Stamps, or Home Energy Assistance Program (HEAP) benefits, the household is automatically eligible for weatherization services.

Westchester Community Development Agency:
Description: Offers low interest rehabilitation loans for single and multi-family housing units.

Eligibility Requirements: Some communities make the loans available only in selected neighborhoods. Others require that a proportion of the tenants in the building be within low and moderate income limits. For details of your local program and the County Program, call your local Community Development Agency.

Westchester Residential Opportunities, Inc.

Description: Mortgage Default Counseling – agency intervenes on behalf of homeowners in danger of foreclosure and may help financially with one month’s mortgage arrears
